Can an AI browser legally shop on any site it wants?

The legal ground is shifting. A Ninth Circuit ruling in August 2026 found that when a shopper directs Comet to access Amazon, the shopper, not the AI company, is the one accessing the site under the CFAA.

That makes it harder for retailers to treat agent access as unauthorized intrusion, even though they can still use other controls such as rate limits, robots directives, and access policies.[15] [16]

Distribution is the king

The best agent is not necessarily the one with the longest feature list. It is the one users already have access to.

Gemini has Chrome’s massive installed base behind it, while Claude for Chrome grew rapidly by plugging into an existing browser.
